Both are impossible as on earth we think that the building is resting, but someone outside the surface will feel the object moving as the earth is moving. In this way, the same object seems to rest for one person and move on at the same time.

We know that Earth always is in motion. Hence, objects on it also come in motion all time.
A person can be at rest for someone and also be at rest for someone relatively.
Thus, we can say that saying an object at rest or at motion are interelated to each other.
Hence, saying any object at absolute rest will be wrong. Similarly, saying an object in motion will also be wrong.
