First let me tell u one thing
Well a particle will have its average velocity as same as its instantaneous velocity when it has uniform velocity
And here uniform velocity means that its speed and direction is constant at all time
And when we are asked to plot a graph we would get a straight line
of position time graph and if the object was at rest then the graph would be parallel to X axis

Hope u got it :-)
