Mg O  is basic. It is used to neutralize acids. It forms hydroxides
  Mg O +  H2O -> Mg (OH)2

SO2  is acidic. It  forms acids.

SO2 + H2 O -> H2 SO3

Basic: oxide of metal is formed basic oxide.
Acid:oxide of non-metal is formed is acidic oxide
(a) Mg is a metal hence MgO is basic.
(b) S is a non-metal hence SO2 is acidic.
