The amine group NH2 in the urea accepts a hydrogen ion which makes it basic in nature. Although it is very slightly basic. The PH of urea is 13.9 which is very close to the PH of neutral substances which is 14.

Urea is normally considered neutral due to the presence of carbonic group. When it is kept for a longer time it disproportionate into carbonic acid and ammonium. It still is neutral .

And slowly the carbonic acid liberates CO2 which makes it basic in nature.
