Structure of Present Perfect Continous:

(-) S + have/has+ not + been + V-ing + O/C
=> It hasn't been raining.

(?) Have/has + S + been + V-ing + O/C?
=> Has it been raining?

Have is used to I, you, we, and they. Has is used to He, she, and it.
