2y = 60 - x ≥ 0 ⇒ x ≤ 60

Now y = 0 ⇒ x = 60 to x=0 ⇒ y=30 form the solutions.

Since x = 60-2y is even number, number of even numbers between 0 and 60 (including) are 31

So 31 solutions are there.
