The outermost shell electrons in an atom are called valence electrons. It has atomic number of 17. The electronic configuration of Chlorine is 2,8,7. In K shell there are 2 electrons , in L shell 8 electrons and in M shell which is the outermost shell or valence shell there are 7 electrons.

2+5 = 7.
