A hypothesis can be any reasonable explanation of observed events.

A theory is a hypothesis or set of hypotheses that has been tested and shown to be consistent by independent observers.

Thus the set of theories is a subset of the set of hypotheses.

I'm not sure though that it follows that a theory is limited in scope by comparison. Often a theory will go on to explain far more than was imagined in the original hypothesis.
