O always has an oxidation state of -2, and since NO is neutral, N must have an oxidation state of 0-(-2)=+2. Generally the oxidation number of oxygen is -2 excet in the cases when it form peroxybonds as in (Hydrogen peroxide) and (blue perchromate).
