This is a unique case. In such cases one really has to be very imaginative, creative, and innovative besides conforming to the active-passive rules. This is a Simple Present Tense Case. So the passive must be formed with the 'be+past participle'. 'Be' in Simple Present tense is equal to 'is/am/are'. So the passive is: Rose is sweet when smelt.
