The per capita income in Himachal Pradesh is 74,000 at present. Yes, higher income definitely makes it easier for parents to send their children to schools. If the income is low, parents do not want to raise their expenses in buying study materials or paying school fees, they want their children to go out and work to earn some money instead of sending them to schools.
It was necessary for the government to run schools in HP because since independence the rate of literacy and number of schools were very low there and being a hilly area it was more difficult to build new schools and hence develop a good education system.
