By "Speaking Sri Lanka" I guess you meant speaking "Sinhalese", the native language unique to Sri Lankans. As a Sri Lankan myself, I can say about 85-90% of Sri Lankans can speak Sinhalese (only through nationality standards, excluding religious and racial sectors)
