pH = - log₁₀ [H⁺], so that if [H⁺] = 10⁻³ mol.dm⁻³, the pH = 3

so this is fairly acidic.

In pure water, the [H⁺] = [OH⁻] = 10⁻⁷, which is pH 7. So any H⁺ concentration greater than 10⁻⁷ (at 25°C) means a solution is acidic.
