Explanation:

waters boiling point is 100°c . So it starts to change into steam at this temp. But water isn't totally gaseous state at this time. It just starts to change. So it is a liquid that has started to evaporate.

As for 250°c , this temp is way more than the boiling point so by this temp all the water is changed into steam, thus gaseous state is obtained.
