At 25 degree celcius it is liquid ....
While at zero degree celsius the water possesses the state of liquid as well as the solid (that is the state of equilibrium)

Physical state of water at 0°C
>Water at 0°C can be both solid as well as liquid, as the freezing point of water at 0°C so it can be solid in the form of ice.
But Water at 0°C can also be in liquid state
