There are numerous answers here stating that the predecessor of 100 is 99. That is true if we are assuming that these numbers are in base 10. The way that the question is asked, there is no mention of which base (radix) is being assumed. It is natural for most people to assume that the number 100 is being expressed in base 10.
What if, instead of base 10, we are expressing the number in binary? Then the predecessor of 100 would be 11. In octal, the predecessor of 100 would be 77. In hexadecimal, the predecessor of 100 would be FF. There are numerous other bases (radices) which also could have been considered; I merely mentioned the most common ones used in the context of computers.
