We know, the formula to calculate pressure is given by -

                                         Pressure = \frac{Force}{Area}

Here, radius (r) = 9cm = 9×10^{-2}m

Thus, Area (A) =\pi r^{2}

\[\text{A}=\frac{22}{7}\times 9\times {{10}^{-2}}\times 9\times {{10}^{-2}}\]

A=0.0254m^{2}

Also, Now replacing the value of Force and Area in the above - given formula of pressure, we get,

Pressure=\frac{3.5}{0.0254}

Pressure = 137.8Pa

Hence, the required value of pressure is 137.8Pa.
