I have not visited UP and so I don't have a first hand knowledge of the problem the state and its people are facing. Based on the publicly available information we know that UP is one among the backward states of India. And based on the experience of living in TN (both in urban and rural areas) these are some of my suggestions:
Education:
1. Ensure atleast a primary school in all the villages. And high school/higher secondary school in villages with the population f more than 2000.
2. Mandatory/Compulsory enrollment of kids above 5 years in the schools. No exceptions.
3. Introduction of free mid-day meals scheme in all the Govt schools (if it is already not introduced).
Healthcare:
4. Availability of Primary Health care centre in all the villages or atleast for a cluster of villages.
5. Government Hospital in all the Taluk HQ.
6. Govt. sponsored Health care Insurance scheme for all the individuals/families.
7. Adoption to family planning - either two kids per family or one kid per family. No exceptions. No excuses. All the religions should co-operate, especially Muslims.
Agriculture:
8. Support for small farmers in terms of subsidies, discounts and some freebies.
9. Availability of water and electricity for farmers.
10. Introduction of land reforms if not already applied.
11. Credit availability to farmers through agriculture-co-perative societies.
12. Introduction of cash crops, procurement of Milk, support for poultry farming etc to sustain the rural economy, instead of depending on the vagaries of weather.
Infrastructure:
13. Ensuring the availability of Electricty to almost all the villages.
14. Ensuring the availability of clean drinking water to all the villages.
15. Roads for all the villages connecting to the nearest Taluk HQ atleast.
