A capacitor WORKS as an open circuit, and an inductor WORKS as a short circuit, for DC. Both WORK for DC.
In reality, no DC circuit is purely DC. Any DC circuit goes through changes, either desired or not. When we turn on or off a “DC” circuit, we are causing changes, which can be considered as AC component. And a capacitor or an inductor works as something more than just an open circuit or a short circuit for the AC component.
