➡️In a constitutional amendment, if the bill is one which is completely in the domain of the Union, then both houses of parliament can vote in special majority and get the Bill passed.☣️☯️✅✔️

➡️But if the Bill is to change somthing in the State/Concurrent list subject, then special majority in Parliament is required and atleast half the State Legislatures (15) must pass it with Simple Majority.☣️☯️✅✔️

TThe Constitution provides that an amendment may be proposed either by the Congress with a two-thirds majority vote in both the House of Representatives and the Senate or by a constitutional convention called for by two-thirds of the State legislatures. None of the 27 amendments to the Constitution have been proposed by constitutional convention
