If there exist a deadlock between two houses, president can summon a joint session if condition justify attribution to Article 108 of Indian constitution.
Article 108 reckons:
If after a Bill has been passed by one House and transmitted to the other House—
The Bill is rejected by the other House;
The Houses have finally disagreed as to the amendments to be made in the Bill
If more than six months elapse from the date of the reception of the Bill by the other House without the Bill being passed by it, the President may, unless the Bill has elapsed by reason of a dissolution of the House of the People, notify to the Houses by message if they are sitting or by public notification if they are not sitting, his intention to summon them to meet in a joint sitting for the purpose of deliberating and voting on the Bill.
Exceptions:
A joint session can’t be summoned in two cases:
Money Bills
Constitutional amendment bill
Procedure followed:
As per Article 118 President of India may after consultation with the chairman of the Rajya Sabha and the Speaker of Loksabha may make rules for procedure of joint session of parliament.
The speaker of Lok Sabha presides over joint session of parliament.
However, in case of joint sitting of house, new amendments cannot be proposed in the bill except those which has been agreed by one house and refused by another. Only those amendments can be proposed to house which are relevant to the matter of disagreement. The decision of presiding officer shall be final in respect of admissibility of amendments.
The bills are passed by simple majority of total members present and voting. In such case bill shall be considered as deemed to have been passed by both the houses of parliament.
Till now three sessions has eventuated i.e. dowry prohibition act, 1961, banking service commission act and POTA, 2002

When an ordinary Bill is passed by the first house( the house in which the bill originates) is passed to second house , the second house takes no action over itOr when the first house doesn’t agree to the amendments made by the second house.
In case there is a deadlock between the two houses over a non-money bill or a non - constitutional Ammendment bill, the President summons a joint sitting of both the houses to break the deadlock. The bill is presented in joint sitting and voted upon,the bill should be passed with majority of more than half the members present and voting. Lok sabha being the greater house in capacity usually wins the vote.
