Article 53 of the new constitution lays down that the Executive power of the Union shall be exercised by the President of India, either directly or through officers subordinate to him. The ministers are normally to be members of one of the two Houses of Parliament. However, the Prime Minister may also appoint even non-members of the Parliament as the Ministers.
