see graph,
it seems like modulus function, well we have to find just range of function. you know range of function f(x) is defined for all real value of x.
e.g., all value of y where graph is appeared is known as Range.

here you can see that, graph doesn't exist after y = 3. hence, range must be ≤ 3

hence, option (3) is correct .
all real numbers less than or equal to 3.
