Let Charges on the two bodies be q1 and q2, r is the distance between two particles, F= force of attraction between the two particles
According to coulombs Law
in air----- F1 =(1/4 pi Epsilon0)*(q1*q2/r*r)
in water----F2 =(1/4 pi Epsilon0*Epsilon water)*(q1*q2/r*r)

so, F1/F2=Epsilon water : 1

Hope that helps, Good Luck :-)
