Assuming a semi classical model of H like atoms

En = -13.6Z^2/n^2

Energy in the ground state of H will be given by n = 1 and Z = 1 in the formula, i.e E1 = -13.6

Energy in the first excited state of He+ will be given by n = 2 and Z = 2 in the formula, i.e E2 = -13.6(2)^2/2^2

Thus the ratio =1
