What is the reaction force to the upward normal force exerted by the floor?

Note that the two active forces produce a net 10N downward force, so the elevator will be accelerating downwards. But REactive forces are always equal in magnitude to the corresponding active force, but acting on the OTHER body and in the OPPOSITE direction.
