what is the reason behind covering wires carrying electricity with Rubber in some places ​

BECAUSE RUBBER IS AN INSULATOR OF ELECTRICITY...SO IT WILL NOT ALLOW ELECTRIC CURRENT TO PASS THROUGH IT..AND THERE WILL BE NO PROBLEM OF GETTING ANY ELECTRIC SHOCK

rubber is a insulator . it does not conduct electricity . thus human does not get shocked with covered with rubber.
