What is the reason behind the banks may not be willing to lend loams to borrowers

Reasons for banks not to give loans are:

if the borrower do have a proper collateral.
if the loan is not for productive purposes the bank wont give the loan.
if the borrower has a pending loan
if the borrower wont be able to pay back by his job or salary
