Its like when a fuse is connectedto a live wire,it will protect it from getting burns and fire because in case of high electricity passing through the live wire,there can be possibilities of breaking out of fire.so in this case the fuse helps by breaking itself to stop short circuiting.on the other hand if it is connected to a neutral wire which has no electricity passing through it,it creates harm to human by creating severe shock.
