What is the reason of wind pollinated flowers produce large amount of pollen grains?

wind pollinated flowers depend on air for pollination.But although all pollen grains are carried by wind there is no guarantee that they will reach their proper destination i.e stigma.So there is very less probability of pollination.So they produce large no of pollen grains to increase the probability of germination.
