What is the reasons why people are throwing wastes in the rivers and huge water bodies?

people throwing the waste in the water bodies ..

For this it can be the carelessness of the people

or it can be the lack of garbage facilities in a particular locality.....like govt on providing proper dustbins..

and it can also be the lack of literacy rate ,as ppl do not know the importance of the water bodies and recklessly they throw the waste in water bodies..

and also lack of water ....as ppl wash there vessels and clothes near the rivers ,lakes and wash their cattles in there

Mostly this happens only in village area ..
