It likely got stuck there because of the chorus. In poetry, the chorus is called arefrain. Coming from an old French word refraindre, meaning to repeat, a poetic refrain is a word, group of words, line, or group of lines repeated at specific moments in the poem.

A refrain is the part of a song or poem that is repeated a number of times.

The refrain in the poem is :-

'For men may come and men may go, but I go on forever.'

The refrain used in the poem highlights the poetic and musical effects, it brings out the eternal existence of the Brook and transitory existence of men's life in this world. Secondly it highlights the single Idea and maintains the unity of the poem.
