What is the relation between democracy and free and fair elections

Democracy means "One Man One Vote." And for the best work, this vote should be in secret. The public should decide who can vote. Property Holders? Only men? Only people over 18 years old? Then they have to decide how many percent votes will be considered. 50%? 50% plus 1? 60%? You can never get 100% free elections if you have a 100% agreement, why is the vote?
