newtons 1st and third law can be satisfied by 2nd law as if a body is at rest then its acceleration is zero hence net force is zero so body will remain in rest applied any external force and if any body is at rest and another at motion ,when another will hit the body which is at rest will exert the same equal force in opposite direction to oppose motion
