What is the relationship between measurement and evaluation?

1. Evaluation has the connotation of estimation, but also has the meaning of judgement, where it becomes a synonym of 'assessment'. For instance you evaluate someone's character, your boss evaluates your perfomance etc.

2. Measurement is strictly mathematical measurement. For example you measure a farmland.
