lets take an example 
sodium Na(23) (metal)
its configuration is 2,8,1
its valency is -1.1 electron to be removed to become stable
Chlorine (17)(non metal )
configuration 2,8,7
it has 7 electons in valence shell
it requires 1 electron to become stable
so its valency +1
