When temperature of surroundings go below 4°C, first temperature of whole water comes to 4°C. Then, the temperature of surface water goes below 4°C, due to anamalous expansion of water, it's density increases and it remains at the surface of the pond and is frozen to ice. But temperature of water below I've remains at 4°C. Ice is an insulator and hence it does not allows heat of the water to escape into the atmosphere.
