In democracy, the major or most important role is being played by the citizens because it is them who rule the country indirectly.They elect the people from themselves to represent them and their needs.And it is their duty to criticise those leaders if they are not doing their job in the proper way.Hope it helps and pls mark as the best answer. :-)

3) Citizens also play a decisive role in the establishment of a welfare Government by participating and seeking to influence public opinion.
4) When the citizens exercise the right to vote, they provide directions to the whole democratic process.
