Rule of Law says that no one is above the law and everyone should be treated equally in front of the law. The rule of law is so valuable precisely because it limits the arbitrary power of those in authority.For example if the Prime Minister of a country and a normal citizen of the same country commits the same crime, both of them will be given the same punishment despite of their powers and position.
