The Judiciary, the branch of government responsible for interpreting and upholding the law. Basically, it is the court system.

For decades in UK, the Scots wanted a referendum over self-rule, they were granted it by the UK parliament and voted to stay within UK. In Spain, Catalan and Basques have been wanting a similar referendum, but were denied it. Today the Catalans are closer to being fully independent of Spain than the Scots are of UK.
