During disasters, both government and non government organizations play an important role. Governments as a governing
authority with powers take instant decisions for management of
disasters. But alone cannot respond as the response work requires a
number of people. So, non governments help them in this by organizing people in a required manner for better response strategies.

Governemnt and non government institutions like the International Red Cross and Red Cresent Movenment have vital roles in disaster management in localities. These are some of the roles:
1. Prevention
2. Mitigation
3. Preparedness
4. Response
5. Recovery
These phases and counter measures are very important in disaster management because they determine the number of lives that will be saved when disaster hits.
