Every municipal corporation in India is administratively headed by municipal commissioner, who is the head of the municipal corporation, the form of government which is usually granted to a city of more than one million in population.
While a mayor is elected is serve as the titular head of a municipal corporation, the municipal commissioner is appointed by the state government from the Indian Administrative Service and mostly from State Civil Services to head the administrative staff of the municipal corporation, implement the decisions of the corporation, and prepare its annual budget.
In cities other than New Delhi, Mumbai, Chennai, Kolkata, Bangalore and Ahmedabad, junior official from the IAS as well as the State Civil Services are appointed. They are assisted by the many additional municipal commissioner, joint municipal commissioner, deputy municipal commissioners and assistant municipal commissioner.
