Any criminal offence is deemed to be an offence against society and therefore against the state. A public prosecutor is a lawyer who fights for or defends the state. He or she is appointed by the state.
The public prosecutor is expected to:

<> conduct the prosecution impartially

<> present all the facts, evidence and witness before the cost to enable an unbiased judgement.
