What is the role of the local body in providing facilities to slums? Aren't the slum dwellers also inhabitants of the city and entitled to similar facilities?

the role of the local body is to mainly provide electrcity, clean drinking water , and uch basic amenitities. Though the truth is most slums live without electrcity, and other basic amenities yes they are entitled to similar facilities byt money , caste and such plays a huge role in it too
