When a liquid substance starts boiling on heating, it starts changing its state to gas. It means that the substance is reached to it's boiling point. It matters when a liquid starts converting into gas..
When a solid substance starts melting on heating, it starts changing its state in liquidf as the substance is reached to its melting point. It mainly matter when a solid like ice starts converting into liquid like water...
