The purpose of a manhole is to provide a junction for several underground pipes, and/or to provide a maintenance location for whatever the pipes are supplying.  These pipes can be storm drain, sewer, electrical, communications lines, or any number of things.  

Whenever possible, we try to locate these pipes and manholes outside of the roadway, but that is often not possible because we either don't have enough property outside of the roadway to fit the pipes, or we have other things in the way that would conflict with the pipes and the manholes, such as drainage structures, power poles, etc.  

If we must have the manhole in the roadway, we try really hard not to have it in the wheel path.  Firstly, because it is so annoying when we have to drive over a manhole.  More importantly, even though manhole lids are rated for traffic, and generally are bolted down, they may not withstand the impact of vehicles driving over them.  It is very common for the bolts to pop out.  On occasion, the lid will pop out of place after this happens due to the impact of a large vehicle.
