Valence electrons are those which are found in the outermost shell of the atom of any element. The balance electrons decide whether the element is a metal or non metal. If there are 1,2,3 electrons in the valence shell, it is a metal. If there are 5,6,7 electrons they are non metals. Metals give out valence electrons and form cations . Non metals take electrons and form anions. Elements having 8 electrons in the outermost shell are inert gases.
