Wetting agent increase the spreading and penetrating properties of a liquid by lowering it's surface tension.A wetting agent stretches these Bond and decreases the tendency of molecules to bond together which allows the liquid to spread more easily across any solid surface.
waterproof agent increases the surface tention hence the contact Angle.Thus liquid cannot spread on the surface.
