Guard cells are smaller compared to epidermal cells. Guard cells also contain chloroplast but epidermal cells donot.

Epidermal cells makes the outer layer of leaves, roots, stem and other parts of plants. It is the most outer layer of plant that protects the plant from the external environment, water loss etc. These are numerous cells cover the surface of plants whereas guard cells are two bean shaped cells abundant at the lower side of leaf control the gaseous exchange.

In terms of number, epidermal cells beat guard cell but in term of size, i believe a single guard cell is bigger than a single epidermal cell.
