for base :

x > 0 and "x" not equal to 1........ (i)

again,

x - 3 > 0

=> x > 3 ........(ii)

from (i) and (ii),

x > 3 ....... answer

According to log definition base should not be equal to 1 and also it should be greater than 0 so from here we have values like ( 0,1) in open bracket...if u have concept of open bracket it means it doesn't inclues both the numbers...

And from second condition we have power of the log should be greater than 0 this implies...x-3>0 =>x >3...

So, taking common say intersection of both case results we will get result as x should be greater than 3... ie 3.1 to infinity....
